Filing costs nothing, on purpose. A fee to ask is a bid in disguise, and a bid in disguise during sunrise is the thing sunrise exists to prevent. Money enters at grant, or at the auction.

A claim grants nothing. No prefix, no routing, no address, until the registry says otherwise. Names are renewable delegations rather than purchases, and a +0 number is not on the public network.
